The Russell County Public Library provides delivery of books and other materials to homebound patrons of any age who cannot visit the Library.  Outreach services are also available to daycares and other local agencies.

Kentucky Talking Book Library

The Kentucky Talking Book Library (KTBL) provides free library service to people who cannot read traditional print because they have a visual, physical, or reading disability.  RCPL will act as a mediator between the patron and KTBL, providing the Talking Book player and headphones needed, as well as ordering and delivering the patron’s audiobooks.
